As the world adjusts to return to normal activity during the Covid-19 pandemic it is important that we try to do everything possible to manage the spread of the virus. With this in mind it is important that we empower our Local governments to manage re-openings and Covid-19 protocols to ensure citizens are safe. As government entities around the country enter different phases of re-opening it is important to manage every business in each municipal district to ensure they are following the recommended guidelines by the Center for Disease Control and World Health Organization. This is where the Covid-19 Business operating license and inspection (CBOLI) Application was born. CBOLI gives local governments the tools needed to track and manage business operation and re-opening during the pandemic, while also giving citizens the power to report establishments mismanaging COVID-19 protocols.
What it does
The Covid-19 Business operating license and inspection application is a full enterprise solution for Business Licensing and Inspections. The App has 3 main modules Licensing, Inspections, and complaints. The licensing module allows local governments and licensing agencies to issue operating licenses for companies during the pandemic. This module also supports issuance of special event licenses for short term venues such as Beerfest or traveling carnivals. The base application also has the ability to issue General Business license as well.
The Inspection Module allows Local governments or inspection agencies to manage Covid-19 re-opening, dine in, complaint investigations, and special event inspections. Each inspection type has a relevant checklist for inspectors to complete when reviewing a business. The standard inspection fields can also be recorded to handle inspection scheduling and inspector distribution.
The Complaint module allows municipalities to record citizen complaints against local companies operating in violation of the Covid-19 protocols. This module acts as a 311 service to record citizen issues.
The application also has Global contacts across all modules to record records for each customer in a central location. A pipeline to the municipalities Mailchimp account has also been set up. This gives local governments a chance to build a valid email list to inform citizens and companies of re-opening stages and new Covid-19 announcements.
CBOLI has standard automation to create Inspection check list for inspections and relevant inspections when creating licenses. This allows users to function smoothly through each module. Inspectors are notified by email when a new inspection is assigned to them.
Each user role also has a relevant dashboard. Inspection managers can view daily inspections summaries while tracking daily inspections on a map. License clerks can see real time license activity while also reviewing upcoming renewals. General users have access to quick links to service request and review the World Health Organization’s website for real-time Covid-19 case and death data.
How I built it
This app was built solely on Quick Base from scratch. All tables and automation were designed to support the business case. The additional Pipeline was built with the mailchimp api.
Challenges I ran into
The main challenge I ran into was getting familiar with the full Quick Base suite. Understanding reports/forms/charts and table relationships. Once I had a few weeks to review the platform and create a test application I was able to design my idea and create the application.
Accomplishments that I'm proud of
I’m proud of making an application that could support my local government and civic needs while protecting citizens from greedy business owners who may violate Covid-19 protocols to increase profits. Although the application is local government facing, the citizens are the real winners as the inspections and licenses give them a piece of mind when entering establishments as they attempt to get back to their normal lives.
What I learned
I learned how to build an Enterprise application with Quick Base. I think this is huge! Being a solo participant it was a steep learning curve to get familiar with the application before actually building out my idea. I had to run through a few iterations to ensure the platform could also support my application. I don’t know any coding languages so being able to create an application this complex with low code tools is amazing.
What's next for Covid-19 Business Operating Licensing and Inspection Application
I would like to get this application into the hands of some government agencies to validate the usefulness and continue the build out of the inspection checklist. I think this application could also be the base for a general Licensing and Inspection app for local governments to run their daily tax and revenue offices.
