Require telephone companies & central office switch providers to coorperate to provide method to stop callerid/telephone number spoofing.
Also, put limits on usage of automated calling submitted through the switch similar to limits on texting, sending 'over the limit' # of email recipents, etc. This would be a good opportunity for the providers to charge 'fees' for over 'x' # of calls per hour which would reduce the 'voume' of calls.
Remove the exemption from the Do Not Call List for political & charitable organizations to do robo calls.
