The Problem

Filing an annual individual tax return (1770 S) under Indonesia's centralized Coretax system creates a learning curve for salaried workers. Translating personal life events into rigid government tax classifications creates a high burden and confusion across generations. Knowing your salary or family situation is different from knowing which tax field or classification it belongs in. While the system offers spreadsheet bulk uploads to bypass manual entry, they frequently fail due to minor error, forcing users back to rework manual entry or exposing them to server timeouts during peak traffic.

Independent sentiment analysis of over 53,000 digital conversations during the early rollout Coretax system revealed that 39% of user sentiment was negative, driven by procedural confusion and system navigation (Source: Journal UII / 2025). Despite these points, the submission is massive. By late April 2026, over 13 million annual tax returns were filed following the activation of nearly 12.9 million individual accounts (Source: Tempo.co).

The Solution: Human-Agent Collaboration via WebMCP

This project demonstrates how WebMCP can turn a complex tax administration portal into a collaborative interface. Rather than hiding the form's complexity or forcing users to navigate hidden form logic, the browser exposes section-level tools directly to the assistant, keeping the detailed form visible to ensure user review control capability.

The Workflow

  • Conversational Extraction: The assistant conducts a plain-language interview to extract necessary tax facts such as salary, deductions, and family status without requiring users to memorize form codes or tax classifications. They can use their own ways to describe their condition and an AI assistant will translate it. For example, when a user says, “My employer was PT Nusantara Digital, gross salary 180 million for the year, 6 million in pay deductions,” WebMCP translates it into: “Records the employment slip, derives net income, recomputes the tax.”

  • Deterministic State Updates: As facts are confirmed, the assistant invokes section-level WebMCP tools (such as updating taxpayer profiles, recording employment, or adding cash and assets). The website itself handles all validation, calculation, and conditional branching, deriving fields like PTKP (e.g., K/1) and recomputing the tax balance automatically.

  • Manual Submission: Final review, resolution of data conflicts, declaration, and submission remain strictly manual. No tool can execute a final filing, and the assistant explicitly states this if asked.
