The FTC should set up a webpage that would allow recipients of robocalls to very simply report (much simpler than the current report process) whatever basic information they might obtain about the calls - e.g., caller #, name, and date. That website would automatically collate the reports and prioritize the biggest offenders. Those reporting would be available to reasonably support the reports with caller ID records. Presumption of guilt of robocallers would go up based on the number of reports, where appropriate sanctions would be legislated (monetary fines, prosecution, shut-down of phone, etc.) Collected fines would be distributed to those making valid reports, providing an incentive for reporting. Most of the process would be automated through information obtained from the website and phone company records (for example, those making reports might be required to sign-in with basic information to support their credibility and facilitate payment of rewards).
