Problem and Challenge

During viral pandemics, “isolation” and “social distancing” stand out as the necessary measures taken globally, by the people, but individually and mostly out of solidarity to others and/or self-separation from potentially dangerous others. These cautionary measures to prevent further infections, may bring with them feelings and thoughts of separation, uncertainty, loneliness, lack or even fear for the individual civilians. All the while the police and private security companies are expected to enforce the limitation of personal rights, such as to group or to demonstrate publicly and do activities such as team sports. So the people taking those measures cooperatively in solidarity must be supported by virtual tools. Chat rooms / talking sessions and games can help prevent these mentioned feelings of disconnection and to take the necessary measures like isolation and to maybe even benefit from it. People can find individually relevant information and if needed, support. But the best basis for providing individual support and tools seems to be a virtual questionnaire capturing individually relevant data. So the individuals behind the questionnaire answers / user profiles can be matched with suggested solutions/websites/groups/apps. Basically we are suggesting an app that connects individual users with matching ict solutions, based on the user’s answers such as languages, state of wellbeing, needs, location, health and risk group status, questionnaire answers, personal data and potentially ID verification at level 4 (see below).

Under this challenge, we aim at addressing issues such as: to develop an interactive platform to enable citizens gain easy access up-to-date access to information and data on what EU-support programs with a focus on COVID-19 response a system for sharing, in a secure and convenient way, trustworthy information on health data between citizens and authorities which support the better management of COVID19 crisis The above challenges are just suggestions. Goal

The goal is to submit an approach for utilizing this corona-situation to empower the people in isolation to take charge of themselves and their situation. By connecting them with individually relevant information and by uniting them with others virtually, who either match their questionnaire-answers, or have answered in the opposite way, or both, which means the system connects a random available and matching user or group. The user can choose to either support or be supported or both and by that choose to co-create. For the users the app is a gamified questionnaire in the style of a chatbot, which leads into suggested options to choose from, based on the answers given before. Whereas the answers are mostly emojis, or clear statements, such as languages clicked on in priority. Emojis do best represent the user's personal view on the topic or well-being category in question. These collected answers allow the system to match the user with other users, apps, websites, governmental support, health professionals and coaches/counsellors.

Solution Approach for Disconnection, Misinformation & Fear during Pandemics -

System that consists of a questionnaire that captures the users’ status of wellbeing, and a matching algorithm that connects the individual user with individually relevant and requested solutions.

The questionnaire is leading into cocoonite (working title), which will be an API platform, blockchain profile database and matching algorithm - all based on a questionnaire and an extending user profile. Whereas the goal is to easily connect individually affected users with information and user-groups and pages with projects and governmental resolutions for all sorts of individually relevant information.

4 levels for user profiles and matchings - from “anonymous” to “ID verified”

1st Level: Basic obligatory pandemic related questions filled out anonymously (but 1 profile per governmentally registered individual, or used device)

Matching with solutions for individual health status or group information and local municipality pages

2nd Level (focus for this weekend): Mental health / wellbeing questionnaire (virtual user journey with clickable answers to choose from) Updated Username, location and interests/requests (data representing the user’s individuality)

Output for user: Matching with fun and social life in the forms of links to cocoones, which can consist of group chats, coaches and therapists, social games, information and discussions,

3rd Level: Personal data and/or social profile connection

(SSO verification, mobile number verification, SMS Membership and terms agreement) Ability to comment on and post information and questions (in cocoones) matching with profile specific requests, information and projects

Output for user: Connection with unknown or known other user or professional (WebRTC Communication Room)

4th Level: ID Verification

Member-owned Entity and User Data for trustworthy data-collection and usage From the people for the people and owned by the people - the goal herein is to establish trust among a countrywide usergroup. Also the entity and structure can be a foundation to build upon and utilize the potential of the profiles, the data and their use case for the people. Hence it is suggested to register for an association (Verein) or EWIF with the purpose to unite individuals and families for crisis management and with the intent to form a cooperative.
