Inspiration

Cities depend on citizens noticing problems first: potholes, broken streetlights, garbage piles, water leaks, unsafe roads, and damaged public spaces. But reporting these issues is usually slow, confusing, and easy to ignore. CivicPulse Agent was inspired by the idea that every citizen should have a simple AI assistant that can turn a local problem into a clear, trackable civic action.

What it does

CivicPulse Agent helps people report and track local civic issues using text, voice, or images. A user can describe a problem in natural language, upload evidence, and share the location. The agent identifies the issue type, summarizes the complaint, suggests urgency, routes it to the right department, and keeps a status trail until resolution.

It can help with:

• Public health and cleanliness concerns
• Repeated unresolved complaints

How we built it

We designed CivicPulse Agent as a multi-agent civic workflow system. Gemini can understand user reports, analyze uploaded images, classify the issue, generate complaint drafts, and summarize updates. Google Cloud can support secure storage, location-aware workflows, notifications, analytics, and scalable backend services.

The system includes:

• A Citizen Reporting Agent for collecting complaints
• A Classification Agent for detecting issue type and urgency
• A Routing Agent for matching issues to the right department
• A Follow-up Agent for reminders and status updates
• A Community Insights Agent for showing repeated or high-priority local problems

Challenges we ran into

The biggest challenge was designing a workflow that feels simple for citizens but structured enough for civic action. Civic problems are messy: reports may be incomplete, photos may be unclear, locations may be vague, and departments may overlap. We focused on making the agent ask only useful follow-up questions and convert messy inputs into clean, actionable reports.

Accomplishments that we're proud of

We are proud of creating a project that uses AI agents for public good instead of only productivity. CivicPulse Agent is not just a chatbot; it is designed as a persistent civic assistant that helps citizens move from complaint to follow-up to resolution.

What we learned

We learned how agentic systems can coordinate multiple steps in a real-world workflow: understanding, classification, routing, tracking, summarization, and reminders. We also learned that good civic technology must be simple, multilingual, transparent, and trustworthy.

What's next for CivicPulse Agent

Next, CivicPulse Agent can be expanded with map-based issue clustering, multilingual voice reporting, public dashboards, authority-side workflows, volunteer escalation, and predictive civic risk alerts. The long-term vision is a city-level AI layer where citizens, communities, and public departments can work together faster and more transparently.
