Inspiration
As students, we understand what it feels like to navigate unfamiliar environments while trying to become more independent. Moving around a city for education, opportunities, or work can mean dealing with places, systems, and situations that we have never encountered before.
That made us think about young migrants who move to a new city without their usual family or support network. What happens when they get lost, encounter a suspicious document, face an unfamiliar situation, or simply do not know who to ask for help?
As students participating in a hackathon, we wanted to turn that question into something practical rather than just discussing the problem. We wanted to build something that could actually be used by someone facing these situations.
That idea became CivicHaven a personal and community safety platform designed around the first 90 days in a new city.
Moving to a new city for study or work can be exciting, but the first few months can also be overwhelming. Young urban migrants may not know which areas are safer, who to contact during an emergency, whether a document is trustworthy, or how to report something that happens to them.
We wanted to create something that goes beyond simply responding to emergencies. Our goal was to give young migrants practical tools to understand their surroundings, recognize risks, and take action when needed.
That idea became CivicHaven — a personal and community safety platform built around the journey:
Understand → Verify → Protect → Act → Adapt.
What it does
CivicHaven is a mobile safety application designed for young urban migrants.
Understand: The AI Guide, powered by Gemini through Firebase AI Logic, provides practical safety guidance for unfamiliar situations.
Verify: Trust Scan allows users to upload or capture documents and images to identify potential suspicious signals.
Protect: Safe Route uses the user's current location and an external maps application to help users navigate their surroundings, while the home dashboard provides trusted emergency resources.
Act: Users can submit incident reports containing a category, location, details, severity, and supporting evidence such as photos or files.
Adapt: Users can review their previous safety activities through their personal history, keeping important information accessible as they become more familiar with their new environment.
How we built it
CivicHaven was built as a cross-platform Flutter mobile application using Dart.
We used Firebase Authentication for account creation and sign-in, Cloud Firestore for user profiles, reports, and activity history, and Firebase Storage for uploaded evidence.
For our AI features, we integrated Firebase AI Logic with Gemini 2.5 Flash. The AI Guide provides safety guidance while Trust Scan analyzes uploaded images or documents. No Gemini API key is stored directly inside the Flutter application.
We also used packages such as image_picker for camera evidence, file_picker for document uploads, geolocator for location access, and url_launcher for opening maps and emergency resources.
The application follows a Firebase-backed architecture where authenticated users have their own profiles, history, reports, and uploaded evidence.
Challenges we ran into
One of our biggest challenges was bringing several different safety workflows into a single application without making it confusing.
Safe navigation, emergency assistance, AI guidance, incident reporting, and document verification all have different user needs. We had to design them so they felt like parts of one product rather than separate tools.
Another challenge was connecting AI capabilities with a mobile application while keeping user data and uploaded evidence associated with the correct authenticated account.
We also had to consider the limitations of AI. CivicHaven is designed to provide practical guidance and identify potential risks, rather than replace emergency services, official authorities, or professional legal advice.
Accomplishments that we're proud of
We are proud that CivicHaven became a functional mobile prototype rather than remaining only a concept.
We successfully connected multiple workflows into one application: authentication, AI guidance, document and image scanning, location-based routing, incident reporting, evidence uploads, emergency resources, and personal activity history.
We are especially proud of creating a clear product journey around:
Understand → Verify → Protect → Act → Adapt.
This allowed us to approach migrant safety not only as an emergency-response problem, but also as a problem of unfamiliarity, uncertainty, and prevention.
What we learned
Building CivicHaven taught us that civic technology needs to be both technically useful and easy to understand.
We learned how authentication, cloud databases, file storage, location services, AI, and mobile interfaces can work together to solve a real-world problem.
We also learned that AI features need clear boundaries. AI can help users understand information and identify potential risks, but important decisions should still be verified through appropriate official resources.
Most importantly, we learned that a safety product should not only ask, "What happens when something goes wrong?" It should also help users understand their environment and make better-informed decisions before problems occur.
What's next for CivicHaven
Our next step is to make CivicHaven more reliable and useful across different cities.
We want to improve safer-route recommendations, expand the AI Guide's knowledge using trusted local and official sources, strengthen Trust Scan's ability to identify suspicious documents, and improve location-based incident intelligence.
We also want to explore partnerships with local authorities, emergency services, legal organizations, and trusted community organizations so that CivicHaven can provide more accurate and locally relevant information.
Our long-term vision is to make CivicHaven a trusted first-90-days safety companion for young migrants — helping them move from unfamiliarity and uncertainty toward confidence and independence in their new city.
