Inspiration
Local municipal grievance reporting is often slow, fragmented, and frustrating for citizens. Everyday community issues—such as open potholes, damaged electrical lines, broken streetlights, or sewage leaks—frequently get assigned to the wrong departments, leading to massive delays. We built CivicFlow AI to streamline civic reporting through automated grievance classification, priority scoring, and smart dispatch.
What it does
CivicFlow AI provides an accessible platform where citizens can quickly report civic issues:
- Intelligent Triage: Parses the citizen's complaint description and automatically categorizes it into the proper municipal department (Roads & Infrastructure, Electrical, Water & Sanitation, Public Health).
- Urgency Scoring: Evaluates the severity and hazard risk of the issue to prioritize emergency hazards over routine maintenance.
- Structured Ticket Generation: Generates an official tracking reference with status updates to keep citizens informed.
How we built it
- Frontend: Responsive web interface for submitting complaints, viewing issue status, and visualizing real-time department routing.
- Backend & Logic: Handled issue ingestion, schema validation, and structured ticket state tracking.
- AI Processing: Integrated an LLM API to extract key entities, classify municipal jurisdictions, and estimate urgency based on hazard risk patterns.
Challenges we ran into
- Prompt engineering to ensure consistent structured JSON outputs across vague or varied citizen complaint descriptions.
- Designing a clear prioritization formula so severe issues (e.g., exposed live wires) are flagged with high urgency without false alarms.
Accomplishments that we're proud of
- Delivering a smooth end-to-end user flow from citizen input to actionable municipal dispatch ticket.
- Designing a lightweight, intuitive interface that anyone in a community can use without technical friction.
What we learned
- How to structure LLM workflows for reliable classification and deterministic metadata extraction.
- The importance of user-centric UX design when building digital public infrastructure.
What's next for CivicFlow AI
- Integrating WhatsApp/SMS bot reporting for citizens without broadband access.
- Geolocation mapping to cluster nearby duplicate complaints into single work orders for field workers.
