Inspiration

We listen daily to different events of citizen insecurity that unfortunately occur in our country and we know that we could be part of the statistics. Our authorities, despite doing their best to combat this situation, is not enough. When these events occur, we seek prompt help from our police, however, our reporting system is manual, bureaucratic and cumbersome, this generates a loss of vital time to take action and in many cases, the report is not specified. This is how Chappy is your friend bot, which seeks to eliminate all those barriers and be the bridge that allows us to simplify this search for help.

What it does

It is the friend bot of Facebook Messenger that helps us make police complaints, summarizing:

It provides a simple and fast digital means for victims or witnesses to report criminal events.
It captures relevant information to formally complete a police report for theft, assault, assault, and extortion, which enables the formal police procedure to be activated.
In coordination with the responsible entities, to save and exploit the captured information that helps to have relevant information to sanction or clarify a criminal act.

What is our solution?

A simple, practical BOT that records the data necessary to complete the format of a formal police report. It is an empathetic BOT that will help the victim to feel accompanied in moments of anxiety or tragedy. We have also considered making an API that simplifies the sending of information to the destination system of the policing entity and other involved institutions and allows its storage, Subsequently, these data are intelligently exploited to contribute to the national security strategies proposed by the responsible organizations.

Which partners are needed for the solution to work?

We need to work for hand in hand with our national police and with the municipalities as they are part of the coordinated work to fight crime. With the information provided, it will allow concrete actions to be taken at the time of the complaint and subsequently establish joint strategies to combat it.

How to guarantee the privacy and security of users?

A protocol defined in conjunction with the entities responsible for the capture and delivery of the information will be followed, we will use the safest technological mechanisms to save and send this sensitive information. After the information is delivered, the institutions will follow the current flow, respecting all state and organizational directives and protocols.

How do we build it?

After brainstorming, we finally opted for the idea of helping people connect with the police service quickly and easily through an interactive chat. For that, we support ourselves with the Facebook Messenger API using bootbot technology, node js, azure, Heroku.

Challenges We ran into

Understand the formal procedure that a citizen follows to make a valid police report and take it to a chatbot, as well as the barriers that make reporting difficult (very long times and procedures) Build an empathetic language to convey serenity and support to the victim/witness who wants to make a police report. Learn the architecture of Facebook application for chatBot (Original-coast-clothing).

Accomplishments that We're proud of

We have created a functional prototype that speeds up reporting of complaints about all communities. using technology like Messenger, which is available to everyone. We are aware of social problems and being able to implement a solution that contributes to eliminating crime or that can even save a life, makes us feel very proud.

What we learned

We learned from police complaints and the complexity of the system to register such complaints in our country. Even in remote areas where access to police stations is more complicated by distance. We learned to put ourselves in someone else's shoes, especially from victims of crime. We learned about new technologies/tools: Facebook Messenger API, node, bootsociety, Heroku. In addition to new technological tools (Facebook Messenger API, node JS), chatbots as technology have a wide spectrum of use to help in solutions to social, commercial and government problems.

What's next for Chappy Police bot

Integrate through APIS with the national police/municipal system to complete the end to end solution. Add additional controls to validate that the report is reliable and not false positives. To Include facial recognition technology that, based on the collected descriptions, helps capture criminals. The exploitation of the data to identify the areas with the highest risk of crime occurrence.
