After successfully graduating from the Belarusian State University of Informatics and Radioelectronics, Andrei Lipkin moved into banknote and security document design at the State Special Printing House of Belarus. While rising to lead the Marketing Division, Lipkin introduced numerous innovations into the documents issued by the various Ministries of the Republic of Belarus and developed innovative, state-of-the-art security features and designs. He also oversaw their production from prepress linework to final press runs while working to ensure customer satisfaction. After over 20 years in government employment, Lipkin left to work on his own.
Acting as a consultant to central banks, cryptocurrency companies, and security printers, he developed proven methods to adapt familiar financial documents to the digital realm. He also established universally-applicable technological processes for printing these hybrid documents that combine innovative financial blockchain technologies with definitive financial instruments. Such secure financial instruments can be used with cryptocurrencies, central bank digital currencies (CBDCs), and other digital payment systems.
During this time, Lipkin has focused on the development of “Cryptobanknotes”, a term he originated in 2017. These are hybrid banknotes that can be used with stablecoins, CBDCs, and other cryptocurrencies. Cryptobanknotes are traditional banknotes that can convey their value over an electronic network using public and private key cryptographic technology. Combining the best of blockchain technology and the properties of cash, these CBDC-ready notes also enable innovative security features that were impossible before.
Cryptobanknotes (CBDC Cash) is the evolution of central bank cash - the first step towards the digital evolution of the monetary system.
Just as banknotes were originally backed by gold (Gold Standard), so cryptobanknotes are fully backed by an amount of CBDC equal to the denomination of the cryptobanknotes, which is stored in its own e-wallet (Blockchain Standard).
Cryptobanknotes are the universal and only possible way to create fully autonomous cash for any cryptocurrencies, stablecoins and CBDC, which provides full-fledged circulation offline: without mobile and landline communications, without the presence of the Internet, without a smartphone, without banking equipment for accepting payments, and even without the presence of electricity. This allows cryptobanknotes to be the only possible store of value for any digital money. Cryptobanknotes provide complete anonymity to any digital money in cash payments, the same anonymity as fiat banknotes.
CBDC Cash is a new generation of cash that will receive a huge number of previously impossible wonderful features based on innovative blockchain technology: instant verification of cash from counterfeiting, protection of cash from theft/robbery, cash flow optimization in real time, prohibition on the use of cash in the territory of any sanctioned state, etc.
If you carefully read the publication in Central Bank Payments News, it becomes obvious that the provision of payments using CBDC Cash should be an integral functional part of any digital CBDC software: https://cbpn.currencyresearch.com/blog/2022/12/14/cryptobanknotes-blockchain-based-cash-for-cryptocurrencies,-stablecoins-and-cbdcs
Similarly, the BIS Innovation Center assumes. Indeed, in preparing the Polaris project (https://www.bis.org/publ/othp64.pdf ), BIS used our Conference Paper "Smart Banknotes and Cryptobanknotes: Hybrid Banknotes for Central Bank Digital Currencies and Cryptocurrency Payments": https://www.researchgate.net/publication/351461449_Smart_Banknotes_and_Cryptobanknotes_Hybrid_Banknotes_for_Central_Bank_Digital_Currencies_and_Cryptocurrency_Payments
