In the face of disasters or crisises, preparedness and accurate information are crucial, yet often lacking. CARE3R was inspired by the observation that during such events, people — even those who have undergone training — tend to be overwhelmed and uncertain about the immediate steps to take. The clutter of information in the news and the lack of targeted, real-time guidance on the web exacerbate the feeling of helplessness. CARE3R aims to cut through the information noise and offer clear, actionable support when it is needed the most.

What it does

CARE3R is an integrated platform designed to build disaster resilience through three core services: pre-disaster education and readiness, real-time guidance, and rescue support during a disaster, and post-disaster recovery planning and information. The integration of the LangChain with Claude allows the CARE3R to utilize a multi-agent-based approach, retrieving information from verified documents to:

  • Educate users about a variety of disaster scenarios
  • Guide in disaster preparation
  • Keep track of user preparedness to provide personalized plans

Additionally, CARE3R integrates with BraveSearch, OpenRouteService, and bespoke tools to:

  • Monitor news and official warning systems
  • Notify users about impending disasters using the '3Ws'—What, When, and Where
  • Provide safe evacuation routes based on community knowledge and Geographical Information Systems (GIS)
  • Facilitate communication of users’ locations and issues to their selected contacts
  • Assist users in recovery, helping them to reach a state conducive to rational planning
  • Supply information on social support networks
  • Aid in formulating a mental recovery plan
  • Deliver up-to-date situation reports and recommendations, drawing from both historical data and real-time official sources
