Let’s use my cell phone as an example. When a call is made to my cell phone, and this number is ether not registered in a list of accepted numbers that I have through the automatic online contacts in my phone, or is from a private caller, the call will have to go though a Captcha-like process. The caller will have to answer a simple question with their touch-tone keypad or saying a simple word. For example, What is 2+2? or Who was the first president of the United States of America? Then when answered correctly, the call is transferred and I receive my call. Another alternative to this could be that I could have the option to send the call to the Captcha if I was unfamiliar with the number. If answered incorrectly the call goes strait to voicemail, and will tell the caller to try again. In emergencies, numbers from hospitals and reverse 911 calls would not need the Captcha system. There would be certain numbers that would over ride this system only approved through the FTC. This could even be developed into an app you could download onto your smart phone.
