Based on numerical data, a database of widely used robocall numbers could be created. This would be the first preventative measure in blocking robocalls. The main idea of the CAPTCHA system is that upon placing a call, users would have to say a word, or enter a series of numbers before placing a call. If the user is unable to say the word, or enter a series of numbers, the call will be sent to a final stage. The final stage would be a simple CAPTCHA, ex. (enter the number “1234”). If the user was unable to do this the call could not be placed. This would be two-fold in preventing robocalling; first, it prevents robocalling because the computer cannot complete the challenge provided by CAPTCHA. Second, companies who use these types of systems would have to have an actual human be involved in the process if they tried to make these illegal calls. Businesses would not want to spend the time and manpower of staff on each individual call providing the CAPTCHA. Additional to this any caller dialing 911 will not be asked for human verification, the call would go through immediately.
