Every phone number gets a specific number of outgoing calls daily (let's say 200), and after that, each call costs a minimal amount (let's say a penny). The FTC establishes a white list of numbers from accepted institutions who are not subject to this limitation.
Individuals would not be affected. Robocallers will quickly rack up high costs unless they do the right things and get on the white list.
