This proposal describes a framework for trust relationships between service providers, who then provide each other with per-call data to rate the likelihood of the caller being malicious. The forwarding telco provides scoring based on its knowledge of the caller (business or residential, long-time subscriber or anonymous prepaid, number of calls placed in the past hour, etc.). The receiving telco adds its own scoring (blacklist database, past experience with the forwarding telco), and makes the election to continue or drop the call.
