I use VOIP hardware from a company called Ooma which allows me to tag any incoming number as unwanted and then allows me to select an option that the called gets a "disconnected" tone.
After I apply this to an unwanted caller there is no second call.
If all land line and cell providers offer this functionality then the RoboCall problem will be solved.
