BOLT Payflow Guard explores a governed AI-to-payment workflow. The core rule is simple: an AI workflow may prepare or recommend a transaction, but a consequential payment step must not silently execute. The public Node.js prototype implements a PayPal Orders v2 Sandbox client that first checks for explicit BOLT approval, then authenticates with PayPal OAuth 2.0 and creates a sandbox order. Credentials stay in environment variables and the PayPal-Request-Id header provides request traceability and idempotency. Without approval, the program stops before contacting PayPal. The integration code is complete and syntax-checked; a live sandbox transaction still requires the account owner to sign in to the PayPal Developer Dashboard and provide sandbox credentials. This separation makes the project useful as a small building block for AI agents that need to initiate payments while preserving human authority.
