Require any company that makes a call to a phone, that inturn needs the reciving party to "press a number" to be conected to the caller (example; "this is your captain calling...press 1 to be contected...") have a tone inbeded in their out going call (like fax machines have a tone) that the recievers can say they what blocked.
This tone can be attached to the callers phone number BY the phone company, so no effort on the callers end. The reciever can tell their phone company to block those calls with the tone attached, so so effort on the recievers end. The phone company adds this to the recievers phone number and calls are routed threw it so no effort on the phone companys end. The phone company already does things like this, like "automated call backs"; which anyone can tell the phone company to remove or block. So there is really no effort there.
This "tone" would be on numbers that require the reciever to press a button to be connected to a person on the calling side; so political parties and charities etc. would not be affected.
This tone will work for calls originating domestically of from out of the country. This is a tone that the phone company will put in place and will originate from the phone company. They are the ones who sent up the callers with the "press a button" feature to begin with. So, have the phone company put a "tone" on the callers out going calls that have that feature on it.
The phone company "owns and generates" the dial tone, they can do this as well. Not to mention, fax machines have been around before phones that transmitt spoken words. The "phone" company had the abbility to transmitt data via "squeals" and "clicks" before they figured out how to transmitt voice. Remember the telegragh machines?
