Address Book blocking: A software/firmware feature in the phone (Land Line or Cell) that, if enabled by the Individual, will block all calls that are not listed in the phone's "Phone Book".

Per FTC: "Under the FTC’s Telemarketing Sales Rule, the vast majority of commercial robocalls are illegal unless the recipient has given the caller advance written permission to call them." It's apparent that Telemarketers (and others) are not abiding by this rule. Therefore, I propose that the "Telemarketer", or any other organization, must contact the person to be called by any method other than a phone call (since their phone call won't go through), and request that the caller's phone number be added to the "Phone Book" of the recipients phone. The caller must provide the individual with the phone number they will be calling from. The individual can the add the phone number to their "Phone Book", and the Individual will call the Telemarketer's phone number to let the Telemarketer know that it's been added or, in the case the request was sent by mail, return a postage pre-paid response card to let them know that the number has been added.

Emergency Services (Fire, Police, Hospital, Ambulance Services, etc) will still be allowed incoming calls by utilizing the software/firmware features that allow all calls from Caller ID name "Emergency" and Caller ID phone number prefix of 911. All emergency incoming calls from these organizations can be routed through the 911 phone switch. Any unauthorized use of the system can be monitored and traced, with severe penalties and prosecution of any individual, company or organization who places an unauthorized Emergency Services phone call.
