BidReady AI – Smart Tender Readiness Assistant

Inspiration

Government procurement offers significant opportunities for startups, contractors, and Micro, Small, and Medium Enterprises (MSMEs). However, understanding lengthy tender documents, identifying eligibility conditions, checking turnover and experience requirements, and preparing the necessary documents can be challenging and time-consuming.

We envisioned BidReady AI as an intelligent assistant that makes tender preparation simpler, more transparent, and more accessible. Our goal is to help businesses understand what a tender requires, assess the evidence they have, identify gaps, and make more informed decisions before preparing a bid.

What It Does

BidReady AI is an AI-powered tender intelligence and bid-readiness assistant initially focused on Government e-Marketplace (GeM) tender PDFs.

The proposed system helps users:

  • Analyze tender documents: Extract bid deadlines, eligibility criteria, turnover requirements, experience conditions, EMD/ePBG, technical specifications, and required documents.
  • Verify requirements: Compare tender conditions against the company's available documents and supporting evidence.
  • Identify gaps: Highlight missing documents and requirements that need further verification.
  • Generate action plans: Organize outstanding tasks into a prioritized checklist.
  • Ask tender-related questions: Provide answers grounded in the original tender text.
  • Trace information to its source: Include page references so users can verify important requirements in the original document.

A key principle of BidReady AI is to classify each requirement as Meets, Does not meet, or Unknown. Instead of guessing when evidence is missing, the system should communicate uncertainty clearly.

How We Built It

Our approach focuses on converting unstructured tender documents into structured, actionable information.

The planned workflow begins with uploading a tender PDF. Text-based documents are processed through direct text extraction, while scanned documents can be processed using OCR when configured. The extracted information is organized into structured requirements, which can then be compared with the company's documents and supporting evidence.

The system is designed to connect extracted requirements with source-page references, generate a readiness checklist, identify potential documentation gaps, and answer questions based on the tender's contents.

The initial scope focuses on GeM tenders, with the possibility of adding separate extraction adapters for other procurement portals in the future.

Challenges

Some of the main technical challenges we aim to address are:

  • Extracting accurate information from complex tender documents, tables, annexures, and scanned PDFs.
  • Interpreting eligibility requirements without losing important conditions or exceptions.
  • Matching company documents to the correct tender requirements.
  • Preventing unsupported AI-generated conclusions by grounding answers in source documents.
  • Handling missing or ambiguous evidence without incorrectly declaring a company eligible.
  • Maintaining traceability so users can verify the information before making procurement decisions.

What We Learned

This project highlights that useful AI applications require more than generating fluent answers. In procurement, accuracy, evidence, traceability, and transparent uncertainty are essential.

We designed BidReady AI around three principles: Extract accurately. Cite the source. Verify the evidence. Admit uncertainty.

We also recognized the importance of separating document extraction from eligibility assessment and ensuring that every conclusion can be checked against the available evidence.

Future Scope

Future development could include support for additional government procurement portals, more document formats, improved OCR, downloadable readiness reports, and expanded company document profiles.

Our long-term vision is to help MSMEs and contractors approach government procurement with greater clarity and confidence.

BidReady AI supports tender preparation and informed decision-making. It does not guarantee eligibility or successful contract awards.
