Urban poor communities in the Philippines often face police abuse, don’t know their legal rights, and have limited access to public attorneys. Reporting is rare due to fear, lack of evidence, or inaccessible systems.


📱 What it does

Bantay Hustisya is a mobile + SMS platform that lets users:

  • Learn their rights in Tagalog and English via a voice/chatbot
  • Anonymously report police abuse (“Taga-Sumbong”)
  • Locate nearby PAO/NGO legal aid via map or SMS
  • Enable barangays to monitor reports through a dashboard

🛠️ How we built it

  • Android app with SMS fallback for basic phones
  • Legal rights chatbot using NLP (Tagalog + English)
  • Encrypted uploads and tamper-proof blockchain-style logs
  • React/Vue dashboard for barangay justice tracking

⚠️ Challenges we ran into

  • Designing for users with low digital and legal literacy
  • Ensuring privacy and data protection
  • Making AI understand local legal context
  • Gaining buy-in from government and NGO partners

📚 What we learned

  • Technology can bridge gaps without risking users’ safety

🚀 What’s next for Bantay Hustisya

  • Pilot in 3 cities (e.g., Quezon City, Cebu, Davao)
  • Train barangay staff and partner NGOs
  • Improve chatbot accuracy based on user feedback
  • Secure funding and link with CHR, PAO, and DILG systems
