AwaamLens – AI-Powered Public Spending & Procurement Transparency Platform

Project Description
AwaamLens is an AI-powered civic intelligence and transparency platform designed to bridge the gap between government data and public understanding. Every year, federal and provincial governments publish extensive budget documents, development plans, procurement records, and project reports. While this information is publicly available, it is often scattered across lengthy PDFs, technical reports, and complex datasets that are difficult for ordinary citizens, journalists, researchers, and community leaders to access or interpret.
AwaamLens transforms these fragmented sources into a centralized, intelligent, and user-friendly platform where users can explore public spending at multiple levels, including provinces, districts, sectors, departments, and individual development projects. By leveraging Artificial Intelligence, Natural Language Processing (NLP), Retrieval-Augmented Generation (RAG), and data visualization technologies, the platform allows users to interact with public financial data through simple text or voice-based queries in both English and Urdu.
The platform enables users to ask questions such as: “How much budget was allocated to healthcare in Mardan?”, “What development projects are planned for Lahore?”, or “Which sectors received the highest funding in Khyber Pakhtunkhwa during 2025–26?” AwaamLens retrieves information from official budget books, Annual Development Programmes (ADPs), PSDP records, and procurement datasets, then presents clear answers supported by charts, graphs, maps, and source references.
Beyond transparency, AwaamLens serves as a civic accountability tool by helping citizens monitor how public funds are allocated and utilized within their communities. Journalists can use it for investigative reporting, researchers can analyze development trends, policymakers can evaluate resource distribution, and civil society organizations can identify underserved regions and sectors. The platform also incorporates procurement analytics and anomaly detection mechanisms to highlight unusual spending patterns, repetitive contract awards, or potential inefficiencies in public procurement processes.
By making government spending data accessible, understandable, and actionable, AwaamLens promotes informed civic participation, strengthens accountability, encourages evidence-based decision-making, and fosters greater trust between citizens and public institutions. Its ultimate goal is to transform public data into public knowledge, empowering communities to actively engage in governance and development.
