I believe with today’s technology, a phone could be designed and built, that would allow a call from a number that was on the phone’s pre-allowed list to ring. Any call, other than one from the pre-allowed list, would not ring but be diverted to a storage area within the phone. A person could periodically check this function, and if they wanted to allow a call from a diverted number, they could press a button on the phone that would allow that call to be registered and acceptable to ring in the future.

In cases where the phone owner called a number and was awaiting a call back from that number, he could press the allow button for the call back number to ring.

There are emergency services provided by government agencies to alert select geographical areas in case of emergency. These could be programmed to override the diversion feature and ring when a call is placed.

A phone could be built with these features integrated, or an add on separate box could be designed for existing phone systems.

This system could be built for either land line or cell phones.
