Sustainability: when available water cannot meet every destination’s demand, a cheap-route-first allocation can conceal who remains underserved. AquaPlan makes priority choices and unmet needs explicit. It is a planning prototype, not a hydraulic model or dispatch system.

What it does

Enter supply, destination demand, per-unit priority weights, and routes with capacities and relative costs. AquaPlan minimizes weighted unmet demand first, then transport cost using integer min-cost flow. It audits every route, unmet destination and unused supply, compares a cheapest-route-first baseline, and requires review before exporting the complete decision record. Input edits invalidate review.

Build and AI disclosure

OpenAI Codex generated the new JavaScript solver, browser interface, tests and documentation under Aditya Mittal’s direction on 28 October 2026. No prior competition project code was reused. Runtime is deterministic optimization; there is no LLM inference or paid API. Standard algorithmic methods are credited; source is MIT licensed. Solo entrant: Aditya Mittal.

Validation and technical findings

The solver passed 160 small-network comparisons against independent exhaustive enumeration, plus invalid input, zero supply/demand and integer-bound checks. Actual browser export, review invalidation and error recovery were verified. The synthetic fixture delivers 110/135 units: weighted unmet demand 25 versus 85 for the greedy baseline, with transport cost 170 versus 145. These are fixture measurements, not field impact. An initially incorrect handwritten expected cost was traced and corrected. A penalty bound enforces the objective ordering while input bounds preserve exact JavaScript integer arithmetic.

Limits and next steps

Priority weights are user assumptions, not a guarantee of fairness. No field pilot, user interviews, real savings or independent human implementation are claimed. Next: validate constraints and priorities with consenting planners, evaluate uncertainty, and improve network editing. Personal learning reflections will be supplied only from the entrant’s actual experience.
