This solution proposes to create a system where consumers can submit the telephone numbers of entities that continually call them into a central repository via a web-based portal. Once submission of an identified Robocalling number reaches a specified threshold, the central repository will submit the number into a list of numbers to be blocked from making calls. Telecommunications carriers would be encouraged or required to validate caller's telephone number/ID against this block list and either allow the call to continue or deny the call. To alleviate false positives, entities that are legally entitled to make robocalls can pre-submit their telephone numbers to the central repository to be included in a whitelist. All numbers that are blocked must be cleared by the entity that has a service contract to use the numbers through documentation that proves they are a legitimate robocaller or submitted by the carrier validating that the number has been reassigned (reassignment does not equate to whitelisting).
