announce to the public that if a robocall has been placed to a persons phone to call 211. The phone company can collect the persons number and the previously number received to a forwarded number to the FTC where these numbers are stored and reviewed by the FTC. The FTC notifies the phone company of the violating number and puts the number out of service and notifies the owner of that number they are in violation and will be prosecuted. I know that this can all be done with existing software except for the person getting the call and dialing 211( 311, 511,etc.)
