Buffer stock is a pool of certain commodities maintained by Government to fulfill food security and tackle unpredicted emergencies. The objectives of Buffer Stock are Price stabilization in open market, effective price support operations for safeguarding the farmers’ interests and to facilitate the movement of the necessary commodities between the needful areas and the storage houses. But as we see in present scenario, the objective is not being fulfilled. The situation has come to a point where the surplus stock in government storages is rotting and ending up for rodents. This occurs mainly due to the lack of proper monitoring of these surplus commodities. Though many centers are set up to provide these necessities to the needy ones at MSPs, yet much of it goes to waste. This is often highlighted in media and newspapers but is left to dust after being criticized over tea. Whereas on the other hand, we come around various articles which reveals the face of poverty in our country, people sleeping hungry, many even die of hunger. Also, when some area is struck by natural calamity, the disaster response teams are brought into force to bring out people and provide them with the basic supplies. But after a short period of time, we get to hear that these teams run out of supplies. That happens mainly because of lack of communication between the surplus and the needy region. So, our idea here is to bring around a Storage-Monitoring-System which would not only monitor the buffer stock to prevent any wastage but will be transparent to enable smooth transaction of goods from the region of higher concentration to lower concertation. It will allow anyone to keep a track of these storage houses at, for any point of time. The most important aspect of this will be that those responsible for the mismanagement will be kept under a strict eye. The development of the platform would involve cloud computing which will be used to manage the database through various API gateways, and the platform will be completely built JavaScript. Java will provide a front end for user-friendly interface whereas for the collection and management for data programs like python pandas, MySQL, oracle, which will operate at the backend will be used for this purpose. Working of the platform: - the users who want to register their surplus stocks can register it on the platform and the stocks would be carefully mapped so that the stocks would serve as a needy supply for the users who want it at the other end. This would create a network between both type of parties ones who want to clear off the surplus and the ones who are in need. The platform would also be an open-source document so to any avoid misuse of stocks. This would create an efficient network which will serve for both sides and will lead to a smoother, effective and hassle free management of the surplus stocks.
