Compiles written operating rules into explicit ALLOW, BLOCK, and APPROVAL_REQUIRED decisions with source citations and a fail-closed ambiguity gate. I used Codex with GPT-5.6 to design and implement the policy representation, validator, regression tests, and product experience. A future live intake path can use GPT-5.6 Structured Outputs; the public demo is explicitly a precomputed, tested fixture, and the deterministic validator remains authoritative.
