Inspiration
High-volume payout platforms face a difficult trade-off: manually reviewing every payment does not scale, but giving autonomous AI direct control over money creates unacceptable risk.
We built ACTOVRA around one simple principle:
AI needs a mandate, not a blank check.
Our goal was to use AI where it adds real value—understanding unusual cases—while keeping financial calculations deterministic and humans in control of the final decision.
What it does
ACTOVRA is a controlled execution layer for high-volume payouts.
In our demonstration, ACTOVRA processes 1,000 payout decisions and uses deterministic financial and policy controls to separate routine cases from those that actually require attention:
- 917 Ready — $140,594.47 passed the policy controls and was staged for human authorization. This batch was not executed.
- 66 Held — $1,834.20 was automatically rolled over because balances were below the payout threshold.
- 17 Exceptions — $5,527.08 required human review and contextual analysis.
That means only 17 out of 1,000 decisions require manual review — a 98.3% reduction in cases requiring human attention.
For those exceptions, NVIDIA NIM / Nemotron analyzes the context and explains anomalies. It can recommend an action, but it cannot calculate authoritative balances or authorize a payment.
A human verification gate remains in control of financial release.
Once authorized, PayPal Payouts provides the execution and reconciliation rail.
To prove the complete workflow safely, ACTOVRA executed a separate PayPal Sandbox batch containing two $1.00 payouts. The batch completed successfully and ACTOVRA reconciled the resulting transaction IDs and $0.04 in fees.
How we built it
We designed ACTOVRA around a strict separation of responsibilities.
Deterministic financial engine
All authoritative financial amounts are calculated in integer cents using TypeScript. AI never calculates the amount that should be paid.
Policy controls
Deterministic rules evaluate payout thresholds, velocity changes, destination changes, refund rates, and other operational conditions before AI is involved.
NVIDIA NIM / Nemotron
Only exceptions are sent to NVIDIA NIM for contextual anomaly analysis. Nemotron helps explain unusual behavior and provides a structured recommendation.
AI responses are validated through strict schemas, and unauthorized financial instructions are stripped before they can affect the workflow.
Human authority gate
ACTOVRA remains fail-closed. Required verification checks must be completed by a human before payout authorization becomes available.
PayPal execution and reconciliation
Authorized payouts are submitted through the PayPal Payouts API. ACTOVRA then records batch status, item-level transaction information, timestamps, and fees in its audit trail.
The application is built with Next.js, React, TypeScript, SQLite, Zod, NVIDIA NIM, and PayPal APIs.
Challenges we ran into
The biggest challenge was deciding exactly where AI should—and should not—have authority.
AI is useful for interpreting context, but model output cannot become financial truth. We therefore calculate authoritative balances before AI analysis and technically prevent AI recommendations from becoming payment instructions.
A second challenge was reducing manual work without simply automating approval. ACTOVRA had to distinguish routine cases deterministically while preserving human judgment for genuine exceptions.
Finally, we needed to demonstrate real payment execution without creating a misleading financial demo. We used PayPal Sandbox for the actual end-to-end execution proof, while keeping the much larger $140,594.47 demonstration batch staged and clearly marked as not executed.
Accomplishments that we're proud of
- Reduced 1,000 payout decisions to 17 cases requiring manual review in the demonstration workflow.
- Created a strict technical boundary between AI reasoning and authoritative financial computation.
- Integrated NVIDIA NIM / Nemotron for real contextual anomaly analysis.
- Built a human verification gate directly into the financial execution workflow.
- Successfully executed and reconciled a multi-item PayPal Sandbox Payouts batch.
- Built an auditable path from financial calculation through AI analysis, human authorization, execution, and reconciliation.
- Reached 539 passing automated tests across the project.
Most importantly, ACTOVRA demonstrates that AI can make financial operations more efficient without giving AI control over the money.
What we learned
The most important lesson was simple:
AI is an analyst, not a bank.
Generative AI is good at interpreting context, connecting signals, and explaining unusual behavior. It should not be the source of truth for financial arithmetic or have independent authority to move funds.
We also learned that human oversight does not have to mean manually reviewing everything.
By deterministically handling routine decisions first, human attention can be concentrated on the small number of cases where judgment actually matters.
Finally, building fail-closed systems matters. If AI is unavailable, produces malformed output, or makes an inappropriate recommendation, the financial workflow must remain safe rather than guessing what to do next.
What's next for ACTOVRA
The next step is turning ACTOVRA's controlled-execution model into a reusable financial operations layer.
We would add:
- ERP and accounting integrations for real transaction data.
- Configurable multi-level approval workflows for higher-value payouts.
- Historical anomaly detection across multiple settlement cycles.
- Additional payment rails behind the same governance and human-authorization model.
The broader vision goes beyond payouts: wherever an AI recommendation can eventually trigger a real financial action, ACTOVRA can provide the controls between AI intelligence and execution authority.
