Accept or decline Robocall

Currently we have a call system set up for inmates to call family members collect in each state and federal levels. If we implied the sames concept to the Robocalls to go thru the same type system that we already have set up. The comsumer could hit the button on the phone 1-accept, 2- decline or 3- remove from the list. (Each state has their on laws), or they could just hang up, but this would not keep the calls from coming. That way it would be left up to each consumer.
