Dear Sir or Madam,
I understand this issue as I have a MBA in marketing and know how telemarketers skirt the do not call law by simply using a computer to randomly or systematically dial phone numbers and it is inexpensive. FYI, at one multinational company where I worked they created an ideas program similar to this FTC contest and I won first place twice and one idea paid $35,000 but teased them, they need to remove the reward cap to get bigger ideas since that one was only to create $several million profit/year and it was so simple they argued in the Boardroom about paying. Now I am an unemployed executive and could use the money so figured to put my mind to this issue/contest.
My concept solution is simple so please follow my logic and needs nothing fancy, but if you wish, sure can find some costly ideas.
1) The phone companies provide the access to these illegal robocalls and bear some responsibility, especially since they benefit from the fees collected from phone fees.
2) Now the phone companies charge for various services like dialing * 7, reverse dial etc, and other codes to find the number of the last caller, etc.
3) Thus FTC should require the phone companies to provide a new * or # code (free of charge) for customers to report calls from robocallers (corporate phone systems, landlines, cell phones and all other telecommunication devices) that would a) alert the phone company to record the complaint and robocaller phone number as a reverse dial in a database to be sent to FTC for enforcement and fines, or b) the code could also trigger the complaint alert directly to FTC and possibly FTC could authorize the phone company to delete the access for phone service. c) this code could also identify the last phone call that was recorded on an answering machine (but often the robocaller system will detect this and terminate the call). In any event, some robocalls do leave a message.
4) So for very little effort, the issue and action is incumbent upon the household to simply enter the new */# code (I suggest *RFTC/*7382, gives credit to you folks) to identify the robocaller at little cost to everyone and automatic, as we simply use the computers that are already in place and then FTC can take action, charge penalties that would defray the cost of the program and perhaps be a profit center to help national debt.
I suppose FTC might require the phone companies to alert all their customers of such new service at their expense on the phone bill since they do not find out the intended purpose of the phone access they provide and profit from providing access to the phone network, maybe FTC could do a PSA for TV and radio, that's free (basically as public service required under the license to broadcast).
It's simple but will be effective and you will give everyone the sense that the FTC cares and they will do it and feel great. Is anything better?......
Thank you,
Steve V
