We were mainly inspired by the Wikipedia disambiguation page for the word 'arcade,' a common strategy for when we aren't sure where to start. We found a ridiculous acronym for ARCADE, Absolute Radiometer for Cosmology, Astrophysics, and Diffuse Emission, and we ran with it. We previously had the idea of being transported into an arcade machine magically, so we combined the two ideas together. We then created a game in which you are transported to a game in which you are forced to pilot weather balloons to collect the proper data before being able to glitch your way out. After brainstorming, we split up how one would expect; the two programmers began building their base mechanics, the artist began crafting the most important assets and the composer got to work on the game's score.
