In short, *44 right after a robocaller to report the call. The report goes to a tracking entity. Tracking entity checks to see if it's a legal robocaller from a legal robocaller list. If it is not legal, determine threat level and communicate problem to illegal robocaller's service provider. Service provider sets restriction according to threat level. If threat severity is high enough, investigators are notified and restrictions can be set to block all outbound calls. At this point, if violations cease, restrictions can very slowly loosen and eventually return to normal. This will be determined by the tracking entity's threat assessment algorithm.
